2015 story 40

From the March issue of Lightspeed Magazine, edited by John Joseph Adams:

40. SURFACING by Marissa Lingen    An army deserter who has lived in a community under the sea for twenty years returns to the surface to see if anything has changed and to find a purpose for her life. Lingen's world-building is impeccable, tons of solid details seen through the eyes of the main character -- the outsider, like the reader, looking in. The three female leads are strong, interesting characters each with a set of problems/concerns that end up overlapping in expected and unexpected ways. It's a great story, but it does feel a bit like a first chapter of a novel or the beginning of a story cycle.
